OCTOBER 15, 2008 THIS BEING A REGULAR MEETING OF THE IOSCO COUNTY BOARD OF COMMISSIONERS HELD AT THE COUNTY BUILDING IN TAWAS CITY ON OCTOBER 15, 2008 PURSUANT TO PUBLISHED SCHEDULE. _____________________________________________________________________________________ This being a regular session, the meeting was called to order at 9:30
a.m. by Chairman, Robert Cudney. Commissioners Present: Roberta Roulo (District 1), Jeff Matthews,
(District 2), Robert Cudney (District 3), John Moehring (District 4), and
Patricia Schmidt (District 5). ADOPTION OF AGENDA The agenda for today's meeting approved with additions. APPROVAL OF BOARD MINUTES October 1, 2008 approved as presented. APPROVAL OF COMMITTEE MINUTES October 1, 2008 approved as presented. PUBLIC COMMENTS None. OLD BUSINESS None. NEW BUSINESS Marine Patrol, Equipment Grant. Authorize budget amendment and approve payment of $43,717.00 to Brunswick for the purchase of a boat for the Marine Patrol Program. 08-142 Carried on the following roll call: Approve Child Care Summary Budget for fiscal year 2008-2009. 08-143 Carried on the following roll call: Approve Equalization Apportionment Report. 08-144 Carried on the following roll call: Approve the International Chemical Workers Union Proposal. 08-145 Carried on the following roll call: Approve the Emergency Medical Technician Union Proposal. 08-146 COMMITTEE REPORTS Matthews - District Health Department #2 – Health Director Parks and Recreation re: ORV/Snowmobile Trail Maintenance Grant/M65 Connector. Approve fee schedules for the Building and Safety Department. 08-147 Carried on the following roll call: Approve various budget amendments. 08-148 Carried on the following roll call: Approve bid from Stephenson, Gracik & Co. for the annual county audit. 08-149 Carried on the following roll call: Approve bid from Alert Janitorial Service for 2008-2009. 08-150 Carried on the following roll call: Change meeting from November 5, 2008 to November 6, 2008. 08-151 FAILED on the following roll call: Approve Statutory Finance minutes of October 1, 2008. 08-152 Carried on the following roll call: Approve Commissioner salaries and per diems for the month of October. 08-153 Carried on the following roll call: Approve Revolving Loan Fund Plan – Economic Development Commission. 08-154 Carried on the following roll call: MISCELLANEOUS None. Morris, Lavern Chandler, Gary VanRiper, Patrick Hayes, Sue Weber, Nick
Bernelis, Doreen Krumm, Matt Holtcamp Meeting called to order at 9:55 a.m. Emergency Medical Service. The Committee received the monthly report from September for the Emergency Medical Service. The Specialty Care Program has been implemented. All employees are trained for this program and Medicaid will pay an additional fee per transport for this special care. Sheriff’s employees request to transfer sick time – Streeter. The Under-sheriff submitted a request from some employees to transfer/surrender sick time to Julie Streeter. After discussion a motion by Moehring with Roulo supporting to recommend that the employees be authorized to transfer sick time with the proper signatures for release of hours. All ayes, motion carried. Administrator’s Report. Budget Revisions: Increase: 4-H Educator #101-289-801.00 $610.00 Motion to recommend the revision by Schmidt with Roulo supporting. All
ayes, motion carried. Animal Shelter Operations and Management Agreement: The agreement expires 12/31/08. After discussion a motion Moehring with Matthews supporting to recommend that the full Board of Commissioners continue with the Iosco County Animal Humanitarians now called the Iosco County Humane Society at the current rate of $78,400. The term of the new contract is for five years with the contract expiring 12/31/13. All ayes, motion carried. Prosecuting Attorney Reimbursement contract with Maximus. The committee reviewed the contract which expired 9/30/08 and recommends that the Prosecuting Attorney be authorized to execute the same. The contract will be billed quarterly at $800.00 for a total cost of $3,200.00. The county received reimbursement of $37,298 in fiscal year 2007 justifying the cost of the contract. After discussion a motion by Schmidt with Moehring supporting to accept the contract. All ayes, motion carried. Snow Plow Bids. The bids for the snow plowing service for the 2008-2009 seasons were reviewed with a recommendation to accept the bid from Elite Home Builders as presented. After discussion a motion by Matthews with Moehring supporting to award the bid to Elite Home Builders. All ayes, motion carried. Report on county financials. Shellenbarger provided a report on the county financials, list of banks that the county does business with and a reconciliation of all funds. Information only. Any other matters. Snowmobile and ORV Grants – Sheriff’s Department. The Under-sheriff presented the Snowmobile and ORV Grants and requests that the Sheriff be authorized to execute the same. Motion by Matthews with Moehring supporting to recommend that the grants for the Snowmobile and ORV be approved as presented. All ayes, motion carried. Nancy Huebel, County Clerk – Ballot Printing Issue. The Clerk advised the committee of the error on the ballots. Information only. Commissioner Matthews questioned the S.T.I.N.G. request for funding.
Shellenbarger indicated that the request is in the proposed budget for 2009.
