Iosco County has an educated, skilled and experienced workforce. A 1992 study conducted by The Pathfinders (Dallas, TX) found that "In the immediate [Iosco County] area, employers consistently rated productivity and quality of the labor force to be excellent or good. Those subjective evaluations are confirmed by the low turnover and absentee rates. Substance abuse, screened for by many employers, was not cited as a problem." The wage rates, productivity and availability of labor make the [Iosco County] area highly competitive for labor­intensive operations..."

"Labor costs were very low for both skilled and unskilled employees. Commonly, unskilled workers could be hired for less than $5.00 per hour, with averages in the $6.50 range. Skilled employees were in the $10.00 ­ $12.00 per hour range."

JOB TRAINING

Iosco Intermediate School District (Iosco Regional Education Services Agency)

Vocational training and co­op work experiences help prepare high school students for future careers. Vocational education courses are offered by all four public school districts in Iosco County and the Intermediate School District, which provides specialized job training to county high school students.

The Iosco ISD serves over 7500 K­12 students in the four school districts of Hale, Tawas, Oscoda, and Whittemore-Prescott. Vocational classes provided through the ISD and local school districts include: Drafting, Automotive, Building Trades, Business, Health Occupations, Work Study Programs, Technology Education, Applied Academics in Math, Science, Physics, Bio/Chem, and Technology Education. Alpena Community College ­ Huron Shores Campus

Community College programs are available from the Huron Shores Campus of Alpena Community College located about 16 miles north of Tawas on the former Wurtsmith Air Force Base. In addition, a limited number of courses are also offered each year at the Tawas High School for the convenience of students living and working in the Tawas Area.

Regular College Credit Courses ­ Residents from Iosco and surrounding counties are welcome to pursue coursework leading to associate degrees, certificates, and/or transfer to a senior institution. Classes offered are for academic credit and are delivered in two 16-week semesters and a special 8-week summer session. As a full service extension center, the Huron Shores Campus offers academic and financial aid counseling, VA benefit information, college articulation assistance, and many other services available for area residents of all ages. An increasing number of local businesses now include tuition reimbursement plans for those employees desiring to enhance their job skills through completion of higher education coursework.

Specialty­Customized Training ­ One service of the Center for Economic and Human Resource Development Division of Alpena Community College is an instructional option called customized training. This process includes designing, preparing, and delivering highly specialized workplace specific courses to employees on an as needed basis. Each course is reviewed with the customer prior to delivery. All courses are outcomes based so as to maximize the potential for employee growth. Fees for these courses are based on the composite cost of instruction and are not head count driven.

Special Grant Sources and Services ­ Preferred developers may be eligible to receive employee or pre­employment training services under two grants recently received by Alpena Community College.

1) Adult Retraining: This state funded program provides technical training opportunities to individuals meeting one of three specific criteria. These are:

a) This option provides training to individuals who successfully complete all instruction and who have employment of at least six months duration waiting for them;
b) Training under this option is provided to employed individuals who, by their successful program completion, are retainable by their employer;
c) This option provides training to employed individuals who have lateral or vertical promotion opportunities as a result of successful completion of specified training content.

Alpena Community College staff are available to work with any prospect to assess their employees' eligibility for grant training funds under this program.

Workplace Partnership Project ­ This federally funded program provides training dollars to upgrade mathematics, reading, verbal and written communications, problem solving, and decision making skills of an employer's workforce. This funding is not open to unemployed individuals unless an employer has conditionally selected said person or persons pending some basic skill improvement.

Michigan Works! Region 7­B Training Consortium
The Region 7­B Job Training Consortium is the local administrative organization for the federally funded Job Training Partnership Act (JTPA). JTPA establishes programs to prepare youth and adults to become productive workers upon entering the labor force. JTPA provides on-the-job training at no cost to the employer and pays for up to one­half the cost of wages during the training period.
